Ok next question piece 4. Row 7. dec 2, 1 dc 18 times, dec 2 (20 stitches instead of 24)..after the Dec 2..i only have 16 stitches available before the last Dec 2. Should that grow be Dec 1 instead?

You need to work more rows when making the pentagon part, for example 13 rows. And work the same number of rows+1 for the petals.

check the size chart I’ve provided, it will guide you through the work.
